Flawed representation among states will persist even with more MPs

House bill proposes methodology to calculate seats but fails to apply it to its initial redistribution

Analysis based on simulations regarding the distribution of lower chamber seats under different scenarios, motivated by the approval of PLP 177/23 in Brazil’s Câmara dos Deputados. The bill’s approval follows the Supreme Court decision, ruling that Congress was in legislative default regarding the definition of legislation to ensure proportionality between the number of seats and the population of each state.
